If you're referring to your natural hairline (i.e. you aren't balding) and don't like where God put it, then no, there is nothing you can do about it without hair transplant surgery. Rogaine also doesn't do much for the hairline, it's more for that area on the top back of your head when it's thinning.

Using several small to medium Vice-Grips (depends on the size of your head), attach them firmly to the skin just below your hair line, making sure they match the contours of your hairline, and pull hard.
