Eyelash hair follicle replacement????

Lets say I happen to know someone that were pulling their eyelashes so they damaged their hair follicle (don't worry its not me! lol) and now it wont grow back. Is there anyway to transplant a hair follicle in the eyelash area or something to make them grow back???

I lost all of my eyelashes when I had chemo. They never did grow back. I had permanent eye liner tattooed along my lash lines. Most people never notice I have no eyelashes. It is sad that anyone would damage their bodies in this fashion.
